<p><P>PROBLEM TO BE SOLVED: To provide a method for producing a high manganese steel with which in a decarburizing process while preventing the development of slopping, carbon in molten steel containing the high concentration of Mn, is sufficiently removed. <P>SOLUTION: The method for producing the high Mn steel is provided with: a melting process S10, in which raw material is melted and a first molten steel is obtained; a decarburizing process S20, in which slag-making agent is added into a first molten steel and also, the carbon in the first molten steel is removed by blowing oxygen gas and inert gas to obtain a second molten steel; a component-adjusting process S30, in which the compositions in the second molten steel are adjusted to obtain a third molten steel; and a casting process S40, in which the third molten steel is cast to obtain a cast ingot containing 10-20 mass% Mn and≤0.15 mass% C.
