PROBLEM TO BE SOLVED: To provide a technology capable of suppressing the deterioration of emission by suppressing the shortage of the EGR gas introduced into an internal combustion engine during the acceleration after the deceleration. SOLUTION: During the deceleration of the internal combustion engine, the cylinders are enclosed by stopping the intake and exhaust valves in a closed state. The fuel (Qmin) of such a degree that a torque is not developed by combustion is injected into the cylinders to allow the combustion gas to remain in the cylinders.
