VIDEO DECODING METHOD CONSIDERING INTRA BL MODE, VIDEO DECODER, AND RECORDING MEDIUM

PROBLEM TO BE SOLVED: To provide a deblocking filter used in a multilayer video decoder.

SOLUTION: In a multilayer scalable decoding method for video frame using a deblocking filter, a video decoding method includes steps of: restoring an input bit stream to a video frame; determining a deblocking filter strength lower than that when a present block and its neighboring block included in the restored frame are not coded by an intra BL mode wherein a frame at the present layer is predicted using a frame generated at the lower layer when it is determined that at least one of the present block and its neighboring block has been coded by the intra BL mode; and performing deblocking filtering with respect to a boundary between the present block and the neighboring block and according to the determined deblocking filter strength.
