PROBLEM TO BE SOLVED: To provide a surface modifying apparatus and a packaging apparatus which can be suitably used for enhancing printing strength on a surface of a wrapped body. SOLUTION: The surface modifying apparatus 10 is mounted on a film roll 2 of a pillow packaging machine (packaging apparatus) 1. The surface modifying apparatus 10 is provided with a guide 12 hanging to the film roll 2, a slider part 14 movable along the guide 12, a bracket part 16 connected to the slider part 14, a modifying apparatus body 18 modifying the surface of the film F by a plasma discharge mounted on the bracket part 16, and supporting leg part 20. The supporting leg part 20 is provided with a rolling element 22 contacting to the surface of the film roll 2 and rotatable to the feeding direction of the film F, and set to support the modifying apparatus body 18 on a predetermined position countering to the film roll 2.
