PROBLEM TO BE SOLVED: To provide a battery storage form capable of informing of the effect that a battery capacity is required to be changed corresponding to the number of times of switching a measuring mode, and changing easily the battery capacity. SOLUTION: This device is equipped with a flow rate detection part 17 for outputting a flow rate signal at a prescribed measuring period; a flow rate calculation part 19 for calculating the flow rate; a pulsation determination part 25 for comparing a measured flow rate value with a pulsation determination value, and outputting a pulsation signal when determined to be abnormal; a flow rate measurement instruction part 10a for instructing a change of a measuring period of the flow rate detection part; a pulsation signal storage part 30 for counting and storing a pulsation signal during a prescribed period; a battery capacity change instruction part 31 for outputting a battery capacity change instruction signal when a pulsation signal storage value exceeds a comparison value; a control circuit 10a; and a driving battery 2f. The device has a constitution wherein the driving battery 2f has a storage form capable of changing the battery capacity, and an informing means 11b is provided, for informing of the effect that the battery capacity is required to be changed, when the battery capacity change instruction signal is outputted from the battery capacity change instruction part 31.
