PROBLEM TO BE SOLVED: To provide a fixing device which can finish a warm-up more earlier, has enhanced durability and reduces uneven fixation after the warm-up, and to provide an image forming apparatus using the fixing device and a fixing method. SOLUTION: The fixing device includes: a pair of fixing rollers T comprising a heat roller 172 having a fixing roller heating device H and a pressure roller 173 that faces the heat roller 172 and forms a nip part together with the heat roller 172; and an environment sensor 8 for measuring the ambient environment. The fixing device also includes a controller 11 for controlling the rotational speed of the fixing rollers T during the warm-up period in accordance with a value measured by the environment sensor 8.
