PROBLEM TO BE SOLVED: To provide an information communication system capable of speedily transmitting data when origination of an on-vehicle terminal device is restricted. SOLUTION: A user of a vehicle transmits data from a navigation device 1 on the vehicle to an information center 5 through data communication equipment (A)26 constituting a communication device A and a wireless base station (A)6. If the data do not reach the information center 5 because of origination restriction on the communication device A, a controller 19 detects another usable communication device B and the data are transmitted to the information center 5 through data communication equipment (B)27 constituting the communication device B and a wireless base station (B)7.
