PROBLEM TO BE SOLVED: To provide a protective layer set preferable to protect a surface to be protected using a base material partially comprising at least two sheets or films. SOLUTION: The protective layer set is equipped with a first protective layer 10 sticked on the surface 102 to be protected and a second protective layer 20 sticked on each of the surface of the first protective layer 10 and the surface 102 to be protected, and constituted so that the second sticking strength between the first and second protective layers 10 and 20 becomes larger than the first sticking strength between the surface 102 to be protected and the first protective layer 10.
