PROBLEM TO BE SOLVED: To provide a surface-coated cutting tool exerting excellent chipping resistance of a hard coated layer in high-speed intermittent cutting of high hardness steel. SOLUTION: A composite oxide layer of Al and Cr whose (a) bottom layer is a composite carbonitride layer of Ti and Cr where containing ratio of Cr to a total volume of Ti and Cr, i.e. (Cr/(Ti+Cr)), is 0.005-0.05 (here, atomic ratio), (b) intermediate layer is a hexagonal crystal Cr<SB>2</SB>N layer showing a maximum peak of a relative X-ray diffraction strength I<SB>R</SB>(0002) from a (0002) face, and (c) top layer is a composite oxide layer of Al and Cr where containing ratio of Cr to a total volume of Al and Cr, i.e. (Cr/(Al+Cr)) is 0.01-0.10 (here, atomic ratio) is formed by chemical vapor deposition.
