PROBLEM TO BE SOLVED: To provide a bag making apparatus capable of precisely and effectively correcting a sealing position and a cutting position according to the shift of the printing pitch of a film or the meandering of the film and enabling unmanned operation and quality enhancement, and a bag manufacturing method. SOLUTION: A bag making machine 1 includes a supply means 2, a detection means 3, a bottom sealing means 4, a side sealing means 5, a cutting means 6 and a control part 7. A printing pitch is measured by the detection means 3 and the control part 7 calculates the cumulated value of the shift quantity of the printing pitch with respect to the reference value of the printing pitch as position correction quantity in a flow direction while a flow direction position correction means corrects the sealing position and the cutting position on the basis of the position correction quantity in the flow direction from the control part 7.
