PROBLEM TO BE SOLVED: To expand a communication network of wireless communication by a secure means in case of a disaster. SOLUTION: A wireless communication unit for disaster includes wireless terminals 101 and access points 110, and can be mounted on a moving body. A access points 110 relays transfer of information between wireless terminals 101 and the transfer between access points 110 is carried out to expand the communication network.
