PROBLEM TO BE SOLVED: To provide a color image forming apparatus capable of recycling recovered toner and maintaining image quality by retaining black chromaticity. SOLUTION: The color image forming apparatus 1 includes: image forming stations Pa to Pe, each of which exposes a photoreceptor according to image information, thereby forming an electrostatic latent image, then attaches toner to the electrostatic latent image by a developing device, thereby forming a toner image, and transfers the toner image to a recording medium; a toner recovery section 210a, which recovers toner remaining on the photoreceptor after the transfer and conveys it to the specific image stations Pe; and a mode discrimination means 104 for discriminating whether an image is formed in a draft output mode or regular output mode. If the discrimination is made that the image is to be formed in the draft output mode, a draft output mode image is formed with the recovered toner by the specific image forming station Pe.
