PROBLEM TO BE SOLVED: To make it possible to maintain a hydrophilic or water-repellent coating agent for a long period of time which is coated after degreasing a windowpane or a body surface of an automobile by a degreasing agent. SOLUTION: The degreasing agent comprises a component A comprising one or more selected from the group consisting of a silane compound, a partial hydrolyzate thereof, and a partial condensate thereof and a component B comprising a solvent containing 0.01-30 mass% of the component A. The silane compound is represented by the formula: Rn-Si-X4-n, wherein R represents a 1-12C alkyl group which may contain one or more selected from the group consisting of an epoxy group, a glycidoxy group, a 3,4-epoxycyclohexyl group, a primary amino group, a secondary amino group, a tertiary amino group, an imino group, a hydroxy group, a methacryloyl group, an acryloyl group, a ureide group, a chloro group, a mercapto group, a sulfide group and an isocyanate group, an aryl group, a hydrogen atom, or a vinyl group; n represents an integer of 1 to 3; and X represents a hydrolyzable group such as a 1-4C alkoxy group, a halogen atom, an acetoxy group, a phenoxy group, a thioalkoxy group, and an amino group, or a hydroxy group.
