PROBLEM TO BE SOLVED: To provide a paper feeder and an image forming device, for preventing setting failure of paper, without increasing a user's waiting time in paper replenishing work. SOLUTION: This paper feeder and the image forming device have a placing tray for placing a sheet member being a transfer object, a lifting driving motor for lifting the placing tray, a replenishment detecting means for detecting whether or not the sheet member is replenished to the placing tray, and a speed control means for accelerating a lowering speed of the placing tray after a predetermined time passes from a lowering start of the placing tray, based on detection by the paper replenishment detecting means.
