A heat-generating element for an electric heating device and a method for manufacturing the same are provided to secure uniform heating and exact electric connection. A heat-generating element includes at least one PTC(Positive Temperature Coefficient) heating element(8), strip conductors(12,40), and a frame. The strip conductors are positioned on both sides of the PTC heating element two-dimensionally. The frame surrounds the PTC heating element by forming at least one frame opening unit for maintaining at least one PTC heating element. The frame is formed as a part of a housing and forms a structure unit together with a wedge element(48). The wedge element includes a first wedge surface and a second wedge surface. The first wedge surface is extended in parallel with the strip conductors. The second wedge surface is arranged in a diagonal direction of the first wedge surface and exposed to an outer surface of the housing.
