<p><P>PROBLEM TO BE SOLVED: To realize a system that can detect in advance the occurrence of an emergency about a specific enterprise and can quickly set up an emergency-dedicated site and disclose enterprise information in case of emergency. Ž<P>SOLUTION: A log data transmission part 42 of a Web server 14 of an enterprise transmits an access log of an official site D to an access analysis part 30 of a center server 12. The access analysis part 30 transmits access count information to an enterprise administrator 16 via an administrator-dedicated site A. The administrator 16 who notices the occurrence of an emergency from an increasing trend of access count registers emergency information in a database 40 via the site A, and demands disclosure of an emergency site B. A webpage processing part 36 creates a Web file for the emergency site B, and stores it in a directory for public disclosure. A seal setting part 32 commands a seal correction part 44 to describe a URL of the emergency site B as a link destination of a seal 50, and the seal correction part 44 describes the URL in a Web file for the official site in relation to the seal 50.
