A device and a method for providing a rate discount service of a mobile communication system are provided to prevent a waste of a telephone charge by removing the necessity of subscribing to a fixed line phone service additionally. When a call is received(S210), a rate discount device(200) pages all the mobile terminals(100) in a service area(S220) and determines the first mobile terminal that responds to the paging as a receiver(S230). The rate discount device connects a call between the first mobile terminal and an origination side to relay call communication(S240).
