A 3-phase resistance-type high temperature reduction melting apparatus for disposing burning residue and fly ash is provided to produce competitive alternative material having a low price, high quality and high efficiency from burning residue and fly ash. A 3-phase resistance-type high temperature reduction melting apparatus for disposing burning residue and fly ash comprises a first fire resistant wall(21) and a second fire resistant wall(23). The first fire resistant wall contains aluminum oxide for melting burning residue and fly ash at the melting temperature of 1,750°C to 1,850°C. The second fire resistant wall assists the first fire resistant wall while maintaining the temperature of 1,550°C to 1,650°C. The second fire resistant wall has a plurality of adiabatic layers(25) at the outer side thereof to prevent heat loss. The first fire resistant wall has at least one carbon rod that provides the temperature at which the burning residue and fly ash are melted.
