A method and apparatus for decoding using a hierarchical structure are provided to enable functional units to be embodied to perform each process provided from at least one decoding standard separately for the decoding of a bitstream, thereby decoding the bitstream encoded in various formats such as syntax and semantics according to each standard in the same information recognition method. A tool box(510) is configured by plural functional units embodied to perform each process provided from at least one decoding standard separately for the decoding of a bitstream. A hierarchical information storage unit stores hierarchical information for operating a part or the whole of the functional units more than once organically. A decoding control unit activates the at least one functional units belonging to the top layer referring to the hierarchical information. A call is performs between layers in correspondence to the hierarchical information.
