An image forming apparatus and an image forming method thereof are provided to emit light at a target intensity by varying a protection resistance for defining a maximum emission range of a semiconductor laser. An image forming apparatus includes a light emitting unit(10), a power supply(20), a resistor unit(30), and a controller(40). The light emitting unit is arranged in an LSU(Laser Scanning Unit). The power supply supplies power to the light emitting unit. The resistor unit includes a first variable resistor which adjusts a maximum magnitude of a current flowing through the light emitting unit by the power supply. The controller detects the current amount of the light emitting unit and adjusts a size of the first variable resistor, so that the light emitting intensity does not exceed a predetermined maximum range.
