An apparatus and a method for allocating a ranging region in a broadband wireless access communication system are provided to prevent a waste of uplink radio resources and improve the use efficiency of resources by enabling a base station to allocate an uplink bandwidth according to the purpose of ranging of a terminal. A data processing unit(609) extracts a message including a CDMA code range for ranging from a base station, a message including an allocated uplink bandwidth, and a ranging result message. A ranging management unit(613) receives a message including the CDMA code range, selects a CDMA code index suitable for the purpose of ranging, and performs ranging by using the allocated uplink bandwidth. A data generating unit(615) generates a control message for transmitting the selected CDMA code index, generates a ranging request message for ranging, and transfers the same. A controller(611) provides the ranging management unit with the information from the data processing unit, provides the information of the raging management unit to the data generating unit, and manages the data processing unit, the raging management unit and the data generating unit.
