A plug-in fluorescent lamp and a lamp holder are provided to exchange a conventional plug-in fluorescent lamp used in a lighting device without changing an original design and an electric power. A plug-in fluorescent lamp includes a lamp body, a lamp base, and an electric ballast. The lamp body has a plug lamp cap. The lamp base is geared with the plug lamp cap. The electric ballast is installed inside the plug lamp cap. The plug lamp cap has a casing(301), and a plug-in unit which is arranged on an upper part of the casing. The plug-in unit includes a couple of recessing units(302) which are arranged on both edges of the upper part of the casing, and electric contact members(303) which are arranged inside the recessing units. The plug-in unit further includes position fixing members(305) which are arranged on a side wall of the plug-in unit.
