A curing agent for a water permeable paving material containing yellow soil and wood material, and a method for preparing the curing agent are provided to improve stiffness and durability. A curing agent for a water permeable paving material comprises 78-82 wt% of water; 4-6 wt% of silicic acid; 4-6 wt% of a viscosity agent; 4-6 wt% of phosphorus; and 4-6 wt% of the powdered insect excrement. The materials for manufacturing the curing agent are stirred when mixed.
