A pulse output circuit, a shift register, and a display device are provided to repress variation of a threshold voltage of a transistor and to prevent the transistor from being abnormally operated during a non-selection period. A pulse output circuit includes a first transistor(101) to a ninth transistor(109), a first input terminal(22) to a sixth input terminal(26), and an output terminal(27). The pulse output circuit is electrically connected to a first power line to a fifth power line. A first electrode of the first transistor is electrically connected to the first power line. A second electrode of the first transistor is electrically connected to a gate electrode of the third transistor. A gate electrode of the first transistor is electrically connected to the fourth input terminal. A first electrode of the second transistor is electrically connected to the second power line. A second electrode of the second transistor is electrically connected to a gate electrode of the third transistor.
