A method for manufacturing a low-elastic polymer concrete admixture is provided to produce the admixture that has inhibitory performance of an alkali aggregate reaction, allows quick hardening, is producible in ready-mixed concrete, and ensures workability. A method for manufacturing a low-elastic polymer concrete admixture for inhibiting an alkali aggregate reaction includes the steps of: adding a first admixture and a second admixture to concrete comprising cement, sand, pebbles, and water; and mixing the added first and second admixtures and the concrete. The first admixture comprises (A) a re-dispersible powder polymer resin, (B) a polycarbonic acid-based powder dispersant, (C) lithium hydroxide, lithium nitrate, or lithium nitrite, (D) an antifoaming agent, and (E) at least any one selected from thickeners comprising cellulose, polyvinyl alcohol, polysaccharide, and aluminum magnesium silicate. The second admixture comprises (a) calcium aluminate or amorphous hydroxide, and (b) amorphous aluminum hydroxide or metal aluminate salt.
