A routing control device for performing efficient ARP requests and a method thereof are provided to use a network bandwidth efficiently by reducing the number of ARP request messages which will be transmitted to the same next hop, and properly set the size of a queue with respect to a packet which will be transmitted to the same next hop. An ARP(Address Resolution Protocol) queue(13) stores a packet where an MAC(Media Access Control) address of a destination terminal is not present in an ARP table. An ARP controller(15) checks whether a packet requesting the same ARP request as a packet which will be routed is stored in the ARP queue. After that, the ARP controller selectively transmits an ARP request frame according to the check result.
