A plasma display panel is provided to improve discharge stability by minimizing an address discharge delay time during a discharge process of the PDP(Plasma Display Panel). A plasma display panel includes a dielectric layer(15) and a protective film(17), which covers the dielectric layer. The protective film contains MgO and first and second dopant elements. The first dopant element contains Ca, Al, and Si. The second dopant element contains Fe, Zr, and a mixture thereof. A concentration of Ca is 100 to 300 ppm with respect to MgO. The protective film contains Si at a concentration of 40 to 150 ppm.
