A paper bobbin fixing method for rolled texture and a device thereof are provided to enhance reliability in use by solving failure due to winding of the paper bobbin and other operations. A paper bobbin fixing device for rolled texture includes a fixed shaft(10), a first group lug(20), and a second group lug(20'). The fixed shaft is inserted in an inner peripheral surface of a paper bobbin. The first group lug having a same diameter as an inner diameter of the paper bobbin is projected on a circumference of the fixed shaft. The second group lug having a larger diameter than the inner diameter of the paper bobbin is projected on the circumference of the fixed shaft. The first group lug is projected by expansion of a first group lug tube by air pressure injected into the fixed shaft. The fixed shaft is placed at a center of the paper bobbin by projecting the first group lug. The second group lug is projected by expansion of a second group lug tube.
