The invention relates to the cutters having rotary tools, and it can be used in branches involving cutting of culmiferous plants biomass and other materials. Purpose of the invention is improvement of cutting effectiveness at area of attachment of cutting knives to polygon plates. Purpose is accomplished by providing of two bends at least for two tops of each rotor's polygon plate, located at opposite sides of plane of polygon plate, resulting in pointing of ends of said tops towards to the plane of polygon plate, at that the knives attached on said top ends crosses the plane of said polygon plate.
