PROBLEM TO BE SOLVED: To provide a sheet material which is capable of imparting the improvement of moisture permeability, wear resistance and flexibility while having flame retardancy, and to provide a manufacturing method of a sheet material. SOLUTION: The manufacturing method of the sheet material comprises a step of applying a solution for the flame retardant layer on a substrate, a step of forming the flame retardant layer 20 by immersing the substrate 10 coated with the solution for the flame retardant layer into an organic solvent B1, a step of applying a solution for the main layer thereon, a step of immersing the substrate coated with the solution for the main layer into the organic solvent B2 and then drying the same to form the porous main layer 11 and a step of applying a coating solution on the surface of the porous main layer 11 and then drying the same to form the main layer 12 on the surface of the porous main layer.
