PROBLEM TO BE SOLVED: To provide a debugging device and a debugging method, capable of verifying a target program without change thereof. SOLUTION: The debugging device 1 comprises an in-circuit emulator (ICE) 20 for executing the target program loaded on a user application system 40, a host computer 10 performing debugging of the program through the ICE 20, and a signal board 30 connected with the ICE 20 and the host computer 10.
