PROBLEM TO BE SOLVED: To provide an image display medium capable of preventing leakage of information such as an image displayed on the image display medium, and to provide a system, a method and a program for generating image display data. SOLUTION: An image 10 configured of only two dots D displayed at the size of 600 dpi on a matrix 11 are displayed on a printed matter. A computer terminal acquires the image data, converts the data into image data configured of micro-dots which are not resolved by copy and in a dispersed state, and outputs the data.
