PROBLEM TO BE SOLVED: To provide a foamed wallpaper having excellent antimicrobial properties, stainproof properties, scratch resistance and applicability, and exhibiting excellent followability to unevenness by embossing and crack resistance. SOLUTION: The foamed wallpaper is obtained by laminating a foamed resin layer and a surface protective layer on a base material in order. The surface protective layer has a Vickers hardness of 0.45-1.3, and is obtained by crosslinking and hardening an ionizing radiation-curable resin composition. The ionizing radiation-curable resin composition contains a silver-based antimicrobial agent having an inorganic compound carrying at least a silver ion, and regulated so that the amount of silver ion carried may be 0.1-30 mass% of the inorganic compound.
