PROBLEM TO BE SOLVED: To provide a circuit board capable of suppressing the generation of whiskers reliably. SOLUTION: The circuit board 1 comprises: a flexible insulating base material 111; and a circuit layer 112 formed on the insulating base material 111. A terminal section 1A includes: the edge of the insulating base material 111; the circuit layer 112 formed on the edge; and a metal layer 114 formed on the circuit layer 112. The metal layer 114 has: a first metal layer 114A containing nickel or a nickel alloy formed on the circuit layer 112; and a second metal layer 114B containing tin or a tin alloy formed on the first metal layer 114A. The first metal layer 114A is a mat plated layer having an average particle diameter of not less than 0.5μm and not more than 5μm.
