PROBLEM TO BE SOLVED: To provide a file transmitting and receiving system, a file transmitting and receiving method and a file transmitting and receiving program, capable of efficiently and safely performing delivery, collection and sharing of files without setting an address every delivery or collection of files. SOLUTION: A server 10 includes a user registration part 11 for registering an operator M who transmits a file and a user U who receives the file. The user registration part 11 includes a box setting part 12 for setting a box which determines the transmitting direction of the file. The box setting part 12 includes a delivery box 13a which receives upload of the file from the operator and download of the file from the user. The delivery box 13a stores the file by uploading the file concerned to the delivery box from the operator M, and permits the user U to download the file concerned.
