A communication management device (110) provides communication terminal devices (120) with identification information and transmits and receives information. The identification information provided by the communication management device (110) is stored at an identification information storing unit (123) of the communication terminal device (120). The identification information stored at the identification information storing unit (123) is erased by an erasing unit (125) whenever a detecting unit (121) detects stop of the terminal device. Further, when the detecting unit (121) of the communication terminal device (120) detects start of the device, the communication management device (110) provides it with new identification information, and the communication terminal device can transmit and receive information again by means of the identification information. The information erased by the erasing unit (125) is stored at the identification information storing unit (123) as old identification information by a storage processing unit (122). Thus, even if the information includes the erased identification information erased by the erasing unit (125), it can be received in the case that the old identification information is consistent.
