PROBLEM TO BE SOLVED: To provide a device and method for identifying whether an information recording medium is a pre-formatted disk or not and to provide the information recording medium being the pre-formatted disk. SOLUTION: An information processor such as a video camera which carries out data recording to a disk carries out, as recognizing processing of the mounted disk, processing of identifying which of (a) an unrecorded blank disk, (b) a padded pre-formatted disk and (c) a recorded disk a mounted disk is. Thus, padding which has to be carried out in formatting or finalizing in a conventional device is no longer required, so that it is possible to perform processing without making a user wait in starting or finishing processing of recording.
