PROBLEM TO BE SOLVED: To provide a water-soluble metal working agent excellent in an anti-microorganism deterioration and capable of sufficiently suppressing putrefaction, a coolant and its preparation method and metal working. SOLUTION: The water-soluble metal working agent contains an N,N,N',N'-tetralkyldiamine compound such as N,N,N',N'-tetramethylhexamethylenediamine, and at least one kind of an anionic surfactant and a non-ionic surfactant. When the whole amount of the water-soluble metal working agent is made to 100 mass%, it contains 0.5-30 mass% of the N,N,N',N'-tetralkyldiamine compound. The coolant can be prepared by making the content of the N,N,N',N'-tetralkyldiamine compound 0.01 mass% or more by diluting the water-soluble metal working agent with a diluent such as water.
