PROBLEM TO BE SOLVED: To provide a cooling fan controller for enabling the user to use a vehicle more comfortably, and to provide a vehicle which is equipped with this cooling fan controller. SOLUTION: An ECU 14 controls the quantity of supply air of a cooling fan 12 for cooling a secondary battery 10, based on the temperature of the secondary battery 10, detected by a temperature sensor 20 and the signal from a forced switch 16 operated by the user. The compulsive switch 16 is a switch for setting the operation mode of the cooling fan 12 into either the normal mode or the forced operation mode which allows a larger quantity of air than in the normal mode to be supplied. The ECU 14 controls the quantity of supply air of the cooling fan 12, by setting the operation mode of the cooling fan 12 to the compulsive mode, when the forced switch 16 is set to the forced mode.
