PROBLEM TO BE SOLVED: To provide a fluid mixer capable of sucking two or more kinds of fluids and a fluid mixing method using it. SOLUTION: A fluid chamber 40 going around a tube 10 is arranged in the area including a fluid suction hole 30 in the surface of the outside wall of the tube 10. In the fluid chamber 40, chambers 41, 42, 43, 44 isolated mutually by a partition wall 45 are formed. A fluid F1 is introduced into the chambers 41 and 43, and a fluid F2 into the chambers 42 and 44. A pressurized fluid is supplied into the tube 10, and the pressure of the fluid is lowered with a negative-pressure generator 20 to generate a negative pressure, and the fluids F1 and F2 are sucked through the fluid suction hole 30 to mix together so as to generate bubbles containing two or more fluids F1 and F2. For example, high-pressure water as a pressurized fluid is supplied, and air and a cleaning solution as fluids F1 and F2 are sucked and mixed together to generate a bubble-like cleaning agent.
