PROBLEM TO BE SOLVED: To easily decide matching of an image compression-coded in accordance with the JPEG2000 system or the like and a specific image.

SOLUTION: A coding parameter extractor 110 extracts a coding parameter of a code stream and supplies it to an image feature amount extractor 130. A code stream feature amount extractor 120 analyzes the code stream and extracts a code of a quantization coefficient for each code block. Based on the coding parameter of the code stream, the image feature amount extractor 130 detects the code of the quantization coefficient for each code block of the specific image. A comparator 140 compares the code of the code stream with the code of the specific image for each code block to decide matching of the code stream and the specific image. The present invention can be applied to an image retrieval apparatus.
