PROBLEM TO BE SOLVED: To provide a solid electrolyte membrane excelling in membrane strength and power generation efficiency; a manufacturing method of a solid electrolyte membrane; a fuel cell having a solid electrolyte membrane; and a manufacturing method of a fuel cell.

SOLUTION: This application provides this solid electrolyte membrane which is provided with a first porous layer having through-holes filled with an electrolyte, and a second porous layer formed oppositely to at least either of the principal surfaces of the first porous layer, and having openings filled with the electrolyte, and is characterized in that the average diameter of the openings is smaller than the average diameter of the through-holes.
