PROBLEM TO BE SOLVED: To hardly generate fragmentation in a memory part. SOLUTION: A first memory part 1 allocates a memory area required for an operation of a prescribed device. A memory allocation processing part 5 secures and releases the memory area in the first memory part 1 in response to a memory allocation request. A second memory part 9 stores reservation securing information to allow writing and reading. A learning reservation processing part 7 monitors the memory area secured in the first memory part 1, and prepares reservation securing information of indicating that a specified memory area for fragmentizing the first memory part 1 belong to any of a plurality of storage ranges with storage range widths enlarged sequentially to be stored in the second memory part 9. The learning reservation processing part 7 provides instructions for securing a reservation memory area for the storage range in a head side of the first memory part 1, based on reservation area information, to the memory allocation processing part 5, when initializing the first memory part 1.
