PROBLEM TO BE SOLVED: To solve the problem wherein a hologram seal is stuck to each new bill and the thickness of the bill is different in respective positions of the bill due to the hologram seal, so that when bills are stuck in the same direction, differences in the height of bills are gradually increased according to increase in the number of bills. SOLUTION: A carrying control part 34 in a bill control part 15 is provided with: a means for determining whether a bill is a new bill or not on the basis of a determination result of a determination part 45 in the case of storing the bill in a stacker 49, and when the bill is judged as a new bill, specifying the bill direction of the new bill and managing the number of new bills to be stored in the stacker 49 in each storing direction of the new bills; and a means for judging whether the storing direction of new bills stored in the stacker 49 is deflected more than a predetermined threshold on the basis of the number of bills stored in each storing direction, and when judging that the new bills are stored in a deflected state, inverting the new bills by an inversion part 48 so as to reduce the storing inclination of the stacker 49, and for storing the inverted new bills in the stacker 49 after inverting the storing direction.
