PROBLEM TO BE SOLVED: To provide an electrophorestic display panel controller and an electrophorestic display device that simplify processings for generating pulses and will not take much time to perform processings for rewriting an image. SOLUTION: A region of a plurality of pixels, corresponding to the same gate line, is regarded as a specified region, and it is decided whether each specified region is a first region or a second region (S23). When it is decided that a specified region is a second region (S23: YES) and the pixels in the specified region are all equal in the grayscale variation amount, the specified region is determined as the second region, and a second gate pulse for applying a second pulse, corresponding to the grayscale variation amount to a pixel electrode, is generated (S24 to S33). When a pixel differing in grayscale variation amount is included in the specified region (S23: NO) or when it is decided that the specified region is a first region (S23: NO), a first gate pulse for applying a first pulse to the pixel electrode is generated.
