PROBLEM TO BE SOLVED: To accurately notify users about both information of warning sound and notification sound such as a departure bell of a train or the like, and announcement sound which are used within station premises, when they overlap each other. SOLUTION: This broadcaster includes: a filter part for making a predetermined frequency component of a sound signal pass; a frame dividing part for forming a plurality of time frames around a specific time; a power calculating part for calculating the power of each sound signal in a frame; a rate of power change calculating part for calculating a rate of power change; an amplification determining part for determining whether to amplify an input sound signal from the rate of power change; an amplification degree calculating part for calculating an amplification degree on the basis of the rate of power change; and a sound amplifying part for amplifying input sound in accordance with the amplification degree. The broadcaster includes a plurality of comb filter units arranged in parallel and having passing bands different from one another, outputs different sound signals through different comb filters having the passing bands different from one another and accurately notifies users about the announcement sound and the warning sound.
