PROBLEM TO BE SOLVED: To provide an electrochemical capacitor having high output characteristics. SOLUTION: The electrochemical capacitor is manufactured by using: a positive electrode comprising a polarizing electrode having active carbon as a principal; a negative electrode having a needle coke with the intensity ratio R (=I1360/I1580) of the peak intensity (I1360)of 1,360 cm-1to the peak intensity (I1580) of 1,580 cm-1of a Raman spectrum of 0.70 to 1.2 and the Hard Grove Index (HGI) as stipulated in ASTMD-409-71 of 35 or more as a principal; and an organic electrolyte having lithium salt as a solute.
