PROBLEM TO BE SOLVED: To provide an opening and closing valve for supplying a powder and granular material, stably supplying the powder and granular material from a pressure tank and preferable for an air blast device or the like. SOLUTION: This opening and closing valve 14 is used in supplying a powder and granular material from the pressure tank 12 to a powder and granular material transport pipeline 50. The valve is provided with an inflow port 16 and an outflow port 18 in the vertical direction of upper and lower parts. An annular opening and closing passage 30 is formed by a cylindrical valve seat body (a core) 26 concentrically held on a valve case 20 and a sleeve-like diaphragm valve element (an opening and closing means) 28 disposed concentrically on the outer periphery of the valve seat body 26 and press-bonded/separated to and from the whole periphery of the valve seat body 26 between the inflow port 16 and the outflow port 18. A powder and granular material passing space 27 where the inflow port 16 and the outflow port 1 communicate with the annular opening and closing passage 30 is formed on the upper/lower confronting part of the valve seat body 26.
