PROBLEM TO BE SOLVED: To provide a porous zirconia-based powder improved in the heat resistance of a total pore volume and a simple method for its manufacture. SOLUTION: (1) In the porous zirconia-based powder, the total pore volume after heat treating at 1,000°C for 3 hours is at least 0.75 mL/g and the sum of volumes of pores having a diameter of 10-100 nm after heat-treating at 1,000°C for 3 hours is at least 30% of the total pores; and (2) the manufacturing method of the porous zirconia-base powder in which a basic zirconium sulfate is produced by adding a sulfatizing agent to a zirconate solution, then producing zirconium hydroxide by neutralizing the basic zirconium sulfate, then heat-treating the zirconium hydroxide to produce the porous zirconia powder, is characterised by adding the sulfatizing agent to the zirconate solution at a temperature of 100°C or higher in an autoclave, when adding the sulfatizing agent to the zirconate solution.
