PROBLEM TO BE SOLVED: To safely perform loosening of a belt. SOLUTION: The distance from the deep end to the circular outer edge of a groove 52 of a roller supporting plate 51 is set up approximately equally to the distance from a pin 42 of a side plate 41 to the leading edge of the side plate 41. Therefore, when rotating and operating the roller supporting plate 51, the outer edge of the roller supporting plate 51 draws a circular locus which is generally continuous to the leading edge of the side plate 41, of which crossing angle is constant and approximately at 180 degrees, and which does not generate a gap to the tip side outer edge of the side plate 41, thus preventing pinching of fingers at the time of rotation and operation and securing safe operations. Since the state where the roller supporting plate 51 is rotated upward can be maintained by engagement of a lock pin 43 and a second lock hole 58, such an accident that the roller supporting plate 51 is rotated downward due to the weight of a driven roller 50 during works is prevented, thus improving safety furthermore.
